The Policy and Planning Section serves CPW and the Parks and Wildlife Commission by providing legislative and policy analysis and development, informing management decisions through public involvement and social science research and providing expertise for agency planning efforts. The work products of this section are critical elements in the development and revision of parks and wildlife-related regulations, policies, programs, property planning and strategic planning activities. By effectively involving both internal and external stakeholders in policy and planning activities, this Section assures that the best information is available for CPW and Commission decision-making.

Description of Job

A major role of this position is to support the development and modification of Parks and Wildlife Commission regulations by establishing process standards and document templates; drafting and filing rule-making notices; recording and summarizing Commission discussion and decisions for incorporation in regulation; keeping regulatory chapters organized, properly formatted and error free; maintaining rule-making records; and coordinating the filing of adopted regulations. In addition, this position is involved in a variety of other section activities such as research, data entry and analysis, monitoring and summarizing public comment, drafting reports, meeting support, building online surveys, etc. The position is also responsible for administrative support of the Policy and Planning Branch, including preparing budget documents and budget reporting; processing invoices and other expenditures, maintaining websites; equipment and supply orders and other duties as assigned.  Specific duties include, but are not limited to:

Regulatory Support
Establishes processes, process standards and document templates for use in the development and modification of regulations. Prepares documents for internal regulatory review by synthesizing information drawn from regulatory proposals. Calendars regulation review meetings and related deadlines. Collects, reviews, and organizes materials to be distributed at review meetings. Drafts reg review meeting summaries. Distributes final summaries. Prepares documents for mailings. Draft mailing memos and regulatory motions. Prepares approved regulations for printed regulation books. Maintains both public and internal regulatory websites. Assists in presentations related to regulations and regulation development process. Attends internal and external meetings on behalf of the Regulations Manager. Conduct regulatory research, analyze data, identify problem areas and issues, devise solutions and prepare reports. 

 Section Support
Conducts research to gather data. Data entry and organization. Analyzes qualitative data as needed. Drafts reports based on research, public comments, etc. Meeting support including scheduling, preparing materials and on-site support. Maintains webpages. Responsible for equipment inventory, schedule maintenance and proposals for upgrades. Manages financial data entry in CORE, SARA and OneCard credit cards. Manages Section credit card and trains employees as necessary. Creates and maintains accounting reports and files as needed. Creates databases and needed reports. Assists with other administrative tasks as needed.

Commission and Public Engagement Support
Prepares initial drafts of Commission regulatory agenda and final summaries for review by the Regulations Manager. Takes notes for Commission meetings to document Commission decisions and associated rationale. Draft responses to technical questions that require interpretation of process standards and regulations. Incorporates Commission decisions into existing regulations text. Monitors the Commission inbox, solicits staff responses to public comments, ensures public inquiries are responded to in a timely manner, and compiles comments for Commission mailings. Provides IT and/or logistical support for Commission meetings and other public engagement; may include preparing Commission equipment and materials to get to the meetings which includes towing the equipment trailer.

Regulatory and Legal Filings
Prepares and distributes rule-making notices. Maintains rule-making records. Prepares draft of annual calendar. Prepares and maintains regulatory calendars. Drafts annual Department Regulatory Agenda to present to the legislature.

Other duties as assigned.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications

At least five years of professional work experience in an office support role or experience supporting policy, regulations, boards and commissions, public involvement, planning work or an occupational field related to the work assigned to the position.  

Substitutions

  • Appropriate education in wildlife management, natural sciences, social sciences (sociology, psychology, human dimensions), policy, public administration, communications, political science, law, business administration, ecology, environmental science, geography, forestry, natural resources management, outdoor recreation, parks administration, parks management, parks and recreation, range management or a related field will substitute for the required experience on a year-for-year basis.

 Conditions of Employment

  • State of Colorado residency is required at the time of application.

  • Must possess and maintain a valid state of Colorado driver's license if operating a State vehicle.

  • Must travel to support public and/or Commission meetings and other CPW events around the state as needed. This position travels to meetings to provide IT and/or logistical support. The Commission meets 8-12 times per year in locations throughout the state for a 2-day meeting plus 1-day to setup (3 days total).

  • The overall schedule for this position is anticipated to be a hybrid schedule (2-3 days/week at the work address and the remainder working remotely)
